Safety Awareness - Parking/Driving

SAFETY AWARENESS WHEN PARKING/DRIVING YOUR VEHICLE

  • Avoid parking your motor vehicle where there are no security officers guarding other cars.
  • Do not leave your firearm in the motor vehicle=s glove compartment (cubbyhole) or anywhere in the vehicle when you park the vehicle (this is against the law!).
  • Make sure that all the doors and windows are properly locked when you park your car.
  • Valuable items like a laptop and camera should be put in the boot of your car.
  • Be aware of people coming to you and informing you that you have a flat tire, the intention can be to steal items that they see inside the car or rob your car.
  • Always close your windows when driving in the city centre.
  • Do not open your windows for hawkers along the road and at the robots.
  • Keep the doors locked and windows closed at all times.
  • Do not use a cellular phone unless you have a hands-free kit.
  • Lock your valuables in the cars boot before departure.
  • At night, park in well-lit areas.
  • If in doubt about the safety of an area, phone a police station for advice.
  • Practice the same prevention skills you apply in parking lots or garages at home.
  • Become familiar with your route before you start the trip.
  • Get a map of the route and study it.
  • Store luggage in the cars boot where it is out of sight.
  • Do not leave your goods/valuable items visible in the car.
  • Do not leave your handbag/briefcase visible in the car.
  • Do not leave your keys in the ignition.
  • Always lock the doors and close the windows when getting out of the car.
  • Remove detachable radios and the radio=s face when getting out of the car.
  • Try to fit an alarm and/or anti-theft device in your car.
  • Have your keys ready in your hand as you approach your car, especially if they are difficult to find in your handbag.
  • Parking lots with a parking attendant or supervision/ someone patrolling are best, otherwise try to park in locations that are well lit and/or well populated and not crowded by bushes or buildings where offenders might hide.

  • Ensure that your vehicle is in a good condition when you plan to go on a journey.
  • Ensure that the fuel tank of your vehicle always has sufficient fuel.
  • Always lock your vehicles doors and keep the windows closed.
  • Do not leave your vehicle unlocked, even if you think you will be away for only a minute.
  • Avoid to stop at remote places.
  • Park your vehicle in places that are well lit.
  • If a stranger wants to talk to you while in your vehicle, do not open the window wide -only 5 cm is enough to have a discussion.
  • If something seems suspicious, do not talk to strangers, rather be rude and drive away.
  • Limit your trips at night or at least take someone along with you.
  • Vary the route you travel to work and back, if this is possible.
  • If approached by a stranger while in your car, drive off if possible or press your hooter to attract attention.
  • If strangers loiter near or at your driveway, rather drive past. If they loiter for a long time, report it to your nearest police station.
  • Car jackers may stage a minor accident so they can approach your car.
  • If your car is bumped from behind and you do not feel comfortable with the individual(s) involved in the situation, drive to the nearest police station for help.
  • Do not reach for your purse or valuables. Leave everything behind if forced from the car.
  • Your life is more valuable than your possessions.
  • Do not resist, especially if the thief has a weapon.
  • Give up your vehicle with no questions asked and move away.
  • A lift club limits the risk of becoming a victim of crime.
  • Do not give strangers a lift.
  • A gear lock is an affordable and a very effective anti-theft device.
  • If possible, put up a mirror against the front wall of your garage to see if someone is following you into the garage.
  • Do not open your garage doors before your gates are closed.

At the ATM

  • Be alert and conscious of your surroundings when using the ATM.
  • Never give your card or PIN( Personal Identification Number) to anyone, for any reason.
  • Dont write your PIN on the card or anything that is kept with the card.
  • Do not insert your card until asked to do so by the display screen.
  • Never use an ATM with a blank screen and, if the ATM is obscured from view or poorly lit, leave immediately and find another ATM.
  • Stand close to the ATM and use your body and hand as shield to make sure nobody sees you keying in your pin.
  • Also, make sure you keep your hand over the card slot to make sure nobody can swop or take your card.
  • Never accept help from strangers when using an ATM. You should be wary of strangers asking for help.
  • Criminals work in teams- one to distract you while the other steals your card or money.
  • If your card is retained (swallowed) by the ATM it is advisable to phone your bank toll free stop card line immediately and stop your card.
  • Never allow a bystander to call the toll-free stop card line on your behalf- they could be tricking you into thinking your card has been stopped.
  • Guards are placed at ATMs to discourage criminal activities and therefore cannot help you with transactions.
  • If you need help, ask a bank official.
  • It is advisable to set a daily ATM withdrawal limit at your branch.

Communication

There should be two systems for alternative back up:

  • Telephone
  • Cellular phone

Have the telephone installed where it is easily accessible from anywhere in the house.

Inform your children not to give an indication that adult supervision is not available when they answer the phone.

Access and Key Control

Do not allow strangers on your premises or in your house without having properly identifying the person, especially at night.

Implement proper key control measures.

Identify keys by means of codes instead of indicating in writing on labels to which gate/door access can be gained.

Keys to the safe must be kept on the person.

Never hide any keys in traditional places, such as in pot plants or under doormats.

Keys in the keyhole on the inside of the front or back door should be turned to avoid easy removal.

Never allow strangers to handle keys or look at key numbers.

Change locks when keys are lost.

Insert barring devices in door locks.

Remove keys from doors when leaving.

Safety Awareness At Home - Security Lights

Security Lights

Security lights on the outside of the house improve the physical protection of a house, farm or smallholding.

The lights must be directed away from the house and must allow the occupants to use the windows without being observed from outside.

Be aware of possible shadows and blind spots.

Safety Precautions

Ensure that all doors are locked at all times, and that windows are closed when you are not at home.

Large dogs serve as a deterrent. At least one dog should be trained to sleep inside the house.

If you leave your residence, inform your family/ neighbours of your intended destination, time you expect to return and the route you will be driving, especially if you reside in a rural area.

Ensure that tools such as axes, spades, picks, ladders, etc that can be used in an attack, are locked away when you do not use them.

Vary your daily routine.

Get into the habit of not immediately falling asleep after switching off the lights.

Remain awake for a while.

You should not be visible in the bedroom from the outside when you are asleep.

Always keep a torch nearby at night and when you use it, ensure that you do not give away your position.

If you are unsure about the security status of your home after returning from work/a visit, eg your dogs do not come to the gate, do not enter your home.

Contact your neighbour to assist you in securing your home.

Identify relatively safe places of refuge, ie: bathroom, toilet or storeroom.

The fewer windows and doors these rooms have, the better.

Involve employees as they are part of the family/team.

Employees must be involved in maintaining security on an equal footing.

Report suspicious behaviour and information to the South African Police Service.

Clear the areas around the gates of bushes and other hiding places.

Take photographs of all employees.

It could be to your advantage to identify them, if required.

Remunerate your employees when useful information is provided that contribute to the prevention of crime.

Do not employ casual workers without a reference.

Keep copies of all your employees - Identity Documents (ID's).

Ensure that you have a good relationship with your neighbours so that you will be in a good position to support and help each other

Safety Awareness At Home - Alarm System

Alarm Systems

An alarm system, preferably connected to an armed response company, can act as an effective deterrent.

In the rural environment a siren/alarm on the roof that can be heard over a long distance and that can be activated by means of a switch/panic button in the house, is recommended.

A few switches/panic buttons in different rooms of the house should preferably be installed.

An alarm must also have the capability to warn the occupants of any intrusion into the house.

Examples of alarm systems:

  • Mechanical and/or electrical (purchased types)
  • Improvised systems
  • Threaded tins
  • Threaded pieces of iron
  • Gravel on window pains, pathways or around the home
  • Obstacles that can make a noise when moved
  • Biological Systems:
    • Dogs
    • Geese
    • Ostriches

Safety Awareness At Home - Fences/Walls

Fences/Walls

A high fence around the house with lockable gates, is much safer than a high wall due to the advantage of the improved visibility it provides.

The primary aim of the fence is to make access/intrusion difficult and to allow dogs to move freely around the house.

Ensure that your gates are locked at all times and that the keys cannot be reached easily and are not lying around uncontrolled.

Security gates with sturdy locks in front of each outer door as well as burglar proofing covering all windows, are recommended.

The following devices prevent easy access:

  • Window bars
  • Security doors
  • Security gates
  • Razor wire
  • Additional locking devices on doors
  • Strengthening of doors
  • Peepholes in the doors
  • Safety chains to doors
  • Intercom system between the home and gate, front door or garage

CCTV - Alternatif Perangi Jenayah?

Setiap tahun banyak kejadian jenayah dalam banyak kategori dilaporkan. Keruntuhan sosial dan moral masyarakat memburukkan lagi keadaan, selain kemasukan pendatang asing serta pengaruh suasana sekeliling turut menjadi penyumbang.

Kes jenayah di negara ini juga dilaporkan meningkat dan memerlukan pemantauan dan penguatkuasaan serius bagi mengurangkannya. Indeks jenayah dilaporkan meningkat sebanyak 14,910 atau 7.12 peratus kepada 224,298, tahun lalu berbanding 209,388 pada 2006.

Lima lagi kategori jenayah yang menjadikannya kini 19 kategori, iaitu termasuk ugutan jenayah, menjatuhkan maruah, pemerasan, menyebabkan kecederaan dan merusuh dalam kumpulan lebih lima orang melonjakkan keseluruhan indeks itu.

Jenayah terhadap kanak-kanak seperti diculik, dibunuh serta dirogol, sejak kebelakangan ini terus dicatatkan. Sebagai langkah drastik kerajaan mewajibkan pemilik bangunan termasuk swasta serta premis tertentu memasang kamera litar tertutup (CCTV) sebagai langkah keselamatan dan alternatif untuk membantu siasatan mengesan jenayah.

Baru-baru ini, kerajaan juga meluluskan peruntukan khas RM75 juta untuk CCTV di beberapa kawasan strategik seluruh negara bagi mengatasi kejadian jenayah.

Sebagai permulaan 25 pihak berkuasa tempatan (PBT) memasang CCTV di kawasan yang paling terdedah dengan kegiatan jenayah dan akan diperluaskan di seluruh negara. Pada Dasarnya pemasangan CCTV adalah alternatif untuk memantau serta bertindak sebagai sumber maklumat penting mengesan kelibat penjenayah.

Ternyata, peruntukan yang besar bagi tujuan berkenaan selain menguatkuasakan pemasangan itu pada semua bangunan di nagara ini, menunjukkan kesungguhan pihak berkuasa. Dengan kesungguhan dan keprihatinan kerajaan itu, ia sepatutnya dipergunakan sebaiknya bagi memerangi jenayah.

Seperti luahan Perdana Menteri, Datuk Seri Abdullah Ahmad Badawi pemasangan CCTV bukan untuk menidakkan kuasa polis yang sudah hilang kawalan atau tidak berupaya untuk membanteras jenayah sebaliknya, situasi kadar jenayah yang semakin meningkat perlu difahami.

“Jika kita nak perangi jenayah, kita kena buat, pemilik kena pastikan bangunan mereka selamat supaya orang datang dan meletakkan kenderaan tanpa rasa bimbang,” katanya.

Penegasan terhadap pemasangan itu tidak seharusnya dipandang remeh. Ketika ini, sebilangan pemilik bangunan ada menyediakan CCTV, tetapi tidak berfungsi dengan baik dan apabila berlaku sesuatu kejadian jenayah, imej gagal dikesan.

Sebagai contoh, sebanyak 14 daripada 20 CCTV yang dipasang bagi tujuan mamantau keselamatan penduduk sekitar bandar raya di Melaka tidak berfungsi sehingga menimbulkan kebimbangan dan pelbagai persoalan apa yang sebenarnya tujuan pemasangan itu.

Apa sudah jadi? Kita percaya jika tidak kecoh seluruh negara mengenai isu kehilangan Sharlinie Mohd Nashar, 5, atau Ketua Menteri Melaka, Datuk Seri Mohd Ali Rustam membuat tinjauan di kawasan terbabit, kemungkinan keadaan CCTV itu tidak berfungsi.

Bagi kes Nurin Jazlin Jazimin, 8, yang menjadi mangsa penderaan seksual sebelum dibunuh, polis juga dilaporkan gagal memperoleh imej rakaman CCTV dengan jelas sehingga terpaksa ditingkatkan dengan menghantar ke makmal Biro Siasatan Persekutuan (FBI), Amerika Syarikat. Rakaman CCTV itu penting dalam membantu siasatan polis.

Lain pula dengan kes Ahli Dewan Undangan Negeri (Adun) Tenggaroh, Datuk S Krishnasamy yang ditembak di dalam lif bangunan MIC Johor, Johor Bharu ketika dalam perjalanan menghadiri mesyuarat perhubungan parti itu di tingkat dua, minggu lalu. Di situ, tidak dipasang CCTV sedangkan ia membabitkan premis orang kenamaan.

Hakikatnya, banyak lagi premis dan bangunan sedia ada yang dipasang CCTV tidak berfungsi. Jangan sudah terhantuk baru tengadah, sudah berlaku sesuatu kejadian jenayah baru terkial-kial mahu bertindak. Malaysia sudah bergerak ke arah negara maju, dan segala pengurusan berkaitannya hendaklah dilaksanakan dengan baik.

CCTV perlu berfungsi dengan baik dan diguna pakai sepanjang 24 jam, bukannya hanya aktif apabila sesuatu kes jenayah hangat diperkatakan dan kemudian ia menjadi hiasan. CCTV juga perlu diselenggara untuk memastikan ia berfungsi dengan baik. Pemilik bangunan seharusnya jujur dengan memasang alat yang berkualiti supaya tahan lama. Begitu juga dengan pembekal CCTV telus dengan mencadangkan produk berkualiti bukan untuk melariskan produk demi mengaut keuntungan.

Ada juga CCTV dipasang dan berfungsi seperti biasa iaitu mengikuti pergerakan imej yang melintasi premis tertentu, tetapi tidak merakamkan imej yang ada sekitarnya. Ini hanya bertujuan untuk menakutkan orang ramai, kononnya bangunan atau premis itu dilengkapi CCTV canggih. Natijahnya apabila berlaku sesuatu kes jenayah sukar mengesan apa yang sebenarnya terjadi.

Difahamkan pula ada syarikat yang menyediakan alat khas bagi mengesan sekiranya sesuatu premis atau bangunan itu memasang CCTV. Alat khas itu harus diharamkan penggunaannya kerana ia boleh disalah gunakan pihak tertentu terutama penjenayah untuk mengelak imej mereka dirakam.

Siasatan mungkin menjadi bertambah kompleks sekiranya polis tidak menemui bukti lain mengesan penjenayah.

Aktivis Keselamatan, K Balasupramaniam, berkata keputusan kerajaan memasang CCTV di kawasan strategik oleh PBT adalah idea yang baik untuk menjamin keselamatan dan membanteras kejadian jenayah.

Katanya, 90 peratus CCTV memberi kebaikan sama ada sebelum atau selepas kejadian jenayah berlaku.

“Dengan pemasangan CCTV akan dapat menakut-nakutkan orang ramai terutama yang ingin melakukan kegiatan menyalahi undang-undang berfikir dua kali terhadap risiko bakal ditanggung kerana aktiviti mereka akan dirakamkan.

“Risiko kedua pula, dengan ada CCTV semua aktiviti menyalahi undang-undang akan terakam dan ini dapat membantu pihak berkuasa untuk mengesan penjenayah dengan mudah,” katanya.

Bagaimanapun, beliau mencadangkan supaya pemilik bangunan mengadakan analisis risiko kawasan yang mudah terdedah kepada kejadian jenayah. Dengan analisis secara menyeluruh kawasan itu, matlamat pemasangannya lebih bermakna.

Misalnya, pemasangan CCTV di sekolah perlu diletakkan di pintu masuk bangunan serta kawasan yang mudah dibolosi penjenayah demi menjaga keselamatan pelajar.

Katanya, kerajaan juga perlu menetapkan satu piawaian serta prosedur operasi yang standard bagi semua CCTV, mencakupi aspek kualiti alat perakam, dikawal selia dengan baik serta mewajibkan setiap imej yang dirakam itu disimpan untuk tempuh tujuh hari.

“Jika hari ini sesuatu kejadian dirakamkan, kemudian esoknya dilupuskan, ia tidak dapat dijadikan bukti dalam siasatan polis. Biasanya apabila sesuatu kejadian jenayah seperti culik, rompakan, atau ragut berlaku, mangsa akan membuat laporan polis dalam tempoh 24 jam. Polis boleh melihat semula rakaman CCTV sebagai rujukan membantu siasatan,” katanya.

Sesungguhnya, pemasangan CCTV tidak bererti tugas mencegah kejadian jenayah diserahkan bulat-bulat pada pihak pemilik bangunan. Sudah pasti, semua anggota polis yang ada di seluruh negara tidak dapat dikerahkan bersengkang mata mengawasi setiap sudut kawasan dan bangunan.

Jika jumlah 60,000 anggota polis tambahan diambil dalam tempoh lima tahun hingga 2011 ini, ia juga tidak menjamin sifar jenayah dicatatkan di seluruh negara, tanpa kerjasama orang ramai.

Police Success: Good work by the force

IN the past few weeks, the police have achieved remarkable success in combating syndicated crime. The latest in the series saw the arrest of two women and a man at Kampung Simee, Ipoh, leading to the recovery of a submachine gun, a toy revolver, 180 rounds of ammunition and a packet of drugs.

Prior to this, they busted what is supposed to be the biggest drug syndicate in the country, which also led to the recovery of an assortment of arms.

The police also managed to wrap up their investigation into the RM3.5 million heist at the Kuala Lumpur International Airport.

Sindiket Judi Libat Taruhan RM14.5j Tumpas

PULAU PINANG 28 April - Polis berjaya menumpaskan sindiket perjudian membabitkan jumlah pertaruhan kira-kira RM14.5 juta sebulan di sini baru-baru ini.

Ketua Jabatan Siasatan Jenayah negeri, Senior Asisten Komisioner II Wan Abdullah Tuanku Said berkata, serbuan di dua premis berasingan itu adalah kejayaan terbesar yang dicapai pada tahun ini.

Beliau yakin kejayaan itu akan memberi kesan positif dalam usaha untuk membendung kegiatan perjudian haram di Pulau Pinang.

"Lapan orang termasuk tiga wanita ditahan dalam serbuan pada 13 dan 26 April lalu," katanya pada sidang akhbar di sini hari ini.

Katanya, dalam kes pertama melibatkan perjudian ekor haram, tiga lelaki dan tiga perempuan berusia 24 hingga 42 tahun diberkas di sebuah rumah di Jalan Ong Yee How, Butterworth pada pukul 7 petang.

"Sebanyak sembilan mesin faks, dua unit komputer riba serta 250,000 helai kertas yang dipercayai mengandungi nilai taruhan dirampas," jelasnya.

Beliau menambah, dalam serbuan kedua berkaitan perjudian kuda, dua lelaki berusia 37 hingga 55 tahun yang bertindak sebagai bookie ditahan.

Menurutnya, dalam serbuan di sebuah rumah di Kepala Batas, Seberang Perai Utara pukul 3.30 petang kelmarin itu, sebanyak tiga buah komputer riba turut dirampas - utusan

Crime Awareness Tip (4)

Car thieves are known to bump into a car they wanted to hijack or steal. The most natural reaction when you were bumped into would be to stop to inspect the damage and confront the driver of the other car. Before you do this the next time, THINK! It could be some criminal's tactic to stop you and rob you off, your car and valuables. If the "accident" happens on a lonely and quiet dark road with no other people or traffic around, it could be safer not to get down. Instead, note the car make, model, colour, registration number and driver or occupants. Proceed to the nearest police station and lodge a police report. Claim from the insurance if you have to. Accidents on a crowded road or heavily jammed highway could be genuine. Use your instinct and common sense.

Crime Awareness Tip (3)

When you are driving home, criminals could be following you. There had been cases whereby victims got down from their car to open the front gate when criminals struck. The criminals had chosen their target. It could be the make of car they wanted or it could be because of a lone driver they see, unaware of being followed. As you are nearing home, it would be a good practice to observe if you are being followed. If you even imagine you were, it would be safer not to stop at your front gate. You could proceed to a safer place like the police station or anywhere you can get some help. Try to get some details of the suspect such as the car make, colour, registration number or description of the driver or occupants.

Crime Awareness Tip (2)

Most incidents of cars broken into were because the criminals went for something of value kept in the car. A few cases happened when criminals broke into cars parked in dark and quiet places like the backlanes and took away Smart Tag devices. Park your car in a safer place. It may be worthwhile to pay a few ringgit parking fees rather than risk your cars broken into. Do not at any time leave any bags or items of value in your car. Hide them or put them in the boot space. Even if there is nothing of value in the bag(s), thieves does not know this. When they see a bag left unattended, they imagined there could be a camera, a phone, a calculator, sunglasses, laptop or even some cash. Do not attract the attention of criminals.

Crime Awareness Tip (1)

There are some criminals out there looking for opportunities to commit crime. If we let them, then one day we might be a victim. Women driving alone should not leave their handbag or anything of value in full view on the passenger seat. Keep your handbag hidden. Do not attract the attention of criminals. Criminals are known to break the passenger seat window and grab whatever valuables and sped off in matter of seconds, usually when they stop, waiting for the traffic light to turn green. The victims were usually too shock to react effectively. Criminals would not waste precious seconds to break the window and try to look for unseen valuables.

Swift Action by Cops and Villagers Foil Abduction Attempt

PETALING JAYA: It would have been another Nurin Jazlin Jazimin or Sharlinie Mohd Nashar case, but this time alert passers-by plus swift police action prevented a five-year-old girl from being the next victim of abduction.

The incident took place in Kampung Datuk Harun at 1.15am yesterday when three men abducted the girl right from the doorstep of her house and sped off.

Police who were informed of the incident at 5.30am mobilised their task force as well as alerted residents in the suburbs.Within minutes, residents in the village provided police with details and the make of the vehicle which they saw speeding off.

Four people including a woman were arrested at 11.30am and the girl was rescued moments later at a house also in Kampung Datuk Harun.

Selangor CPO Deputy Comm Datuk Khalid Abu Bakar said swift response by the villagers enabled police to close down on the abductors that led to their arrests.

“The police together with the local residents mounted a door-to-door search as well as conducted road blocks within the area and surrounding neighbourhoods.

“Initial investigations revealed that the woman is believed to be a close relative of the girl and we are investigating them for abduction,” he said.

DCP Khalid said that police were grateful to the residents for their alertness and their cooperation in providing valuable information that enabled police to solve the case within hours.

He, however, took to task the girl’s father who only lodged a report some four hours after the abduction.

“Every second is very important to us and lodging a report four hours after an incident like this could have resulted in the girl being taken out of the country,” he added.- The Star

Waspada Setiap Masa Benteng Lindungi Anak

BERDASARKAN fakta sejak 1984 lalu, banyak peristiwa tragik dan menyayat hati membabitkan pembunuhan kejam, rogol dan penculikan berlaku. Dari 1984 hingga Februari 2006, sebanyak 87 kes rogol dan bunuh dilaporkan. Daripada jumlah itu, hanya 23 kes atau pun 26.4 peratus berjaya diselesaikan dan pesalah dijatuhi hukuman.

Kes seperti itu bagaikan tiada noktah. Misalnya, kita masih meratapi pemergian Nurin Jazlin Jazimin, kehilangan Sharlinie Mohd Nashar yang masih tidak tahu beritanya dan terbaru kes sadis Nurul Amira.

Apa yang berlaku kepada Nurin Jazlin adalah satu peristiwa yang mendapat perhatian seluruh negara. Kesakitan dan penderitaan dialami kanak-kanak berusia 8 tahun ini tidak dapat dibayangkan. Begitu juga dengan trauma yang terpaksa dihadapi ibu bapa, adik beradik dan keluarga arwah Nurin Jazlin. Berat mata memandang berat lagi bahu yang memikul.

Pada 18 Mei 1999, Audrey Melissa Bathinathan, 17, dijumpai mati berhampiran Sekolah Perempuan Methodist Kuala Lumpur, tempat beliau belajar. Hasil bedah siasat mendapati mangsa dipukul di kepala, dirogol dan dijerut.

Mayat Noor Suzaily Mukhtar, 24, ditemui di Taman Bukit Tinggi, Klang pada 7 Oktober 2000. Mangsa dirogol dan dibunuh dalam sebuah bas ekspres dan mayatnya dicampak di sebuah jalan di kawasan pembinaan di taman itu. Pada 23 Oktober 2000, Nor Shuhada Borak, 6, ditemui mati dalam tangki air di bumbung bangunan kediaman tiga tingkat jenis town house di Selayang dalam keadaan separuh bogel dan lebam pada muka dan tangan. Mangsa dipercayai dirogol sebelum dibunuh.

Gadis berusia 17 tahun, Farrah Deeba Rustam dirogol dan dibunuh di bawah jambatan jalan masuk ke Kampung Tersusun Batu 2, Jalan Lama Bidor-Tapah pada 14 Februari 2001. Mangsa mati akibat dijerut menggunakan tali. Nurul Hanis Kamil dibunuh dalam semak selepas pulang dari sekolah di Serkam Darat, Merlimau, Melaka pada 3 Julai 2001. Sementara itu, seorang kanak-kanak perempuan berusia tujuh tahun dirogol dan diliwat sehingga terkeluar usus oleh dua remaja berusia 19 tahun ketika merompak keluarga mangsa di rumahnya di Taman Bukit Maluri, Kepong pada 13 Ogos 2001.

Norshakila Ramli Choo, 6, pula dirogol sebelum dibunuh di Taman Tasik Permai Ampang pada 1 April 2002, manakala seorang pelajar sekolah menengah ditolak dari atas jejantas, ditendang dan dicekik sebelum dirogol di bawah jejantas Jalan Reko, Kajang antara jam 2.35 petang dan 4.00 petang pada 8 Oktober 2002. Mangsa patah tulang belakang dan nyaris meninggal dunia. Kaki dan tangan mangsa juga diikat ke belakang dan badannya ditutup dengan plastik hitam, mulut disumbat dengan stoking dan diikat dengan sapu tangan sebelum ditinggalkan.

Pada 6 November 2002, Siti Nurliyana Shamimi Rosdi, kanak-kanak berusia dua tahun diculik, dirogol dan dibunuh, dijumpai dalam keadaan bogel di tebing Sungai Kedah, kira-kira 500 meter dari rumahnya di Kampung Seberang Terus.

Hasil bedah siasat mendapati ada kesan koyak pada kemaluan mangsa, selain lebih 40 kesan luka pada badan. Mangsa juga mengalami pendarahan dalam otak, dipercayai akibat dipukul dengan benda keras.

Noritta Samsudin, 22 dijumpai mati di Kondominium Puncak Prima Galleria, Sri Hartamas, Kuala Lumpur pada 5 Disember 2003. Mangsa dikatakan dirogol sebelum dibunuh. Pada 13 Jun 2003, Canny Ong Lay Kian dilarikan dari tempat letak kereta Bangsar Shopping Centre di ibu negara. Mayat mangsa ditemui separuh rentung di dalam longkang di tepi Jalan Klang Lama, Kuala Lumpur.

Kanak-kanak berusia 10 tahun, Hasirawati Saridi ditemui mati dipercayai dibunuh dan dirogol ketika dalam perjalanan ke sekolah di Kampung Ratau, Menggatal, Kota Kinabalu, Sabah pada 8 Januari 2004.

Pada 17 Januari 2004 seorang kanak-kanak berusia 10 tahun, Nurul Huda Abdul Ghani dirogol, diliwat sebelum dibunuh di pondok pengawal stesen pencawang Tenaga Nasional Berhad Kampung Pekajang, Gelang Patah, Johor. Mayatnya ditemui berbogel tersandar pada dinding tandas pondok pengawal terbabit dalam keadaan mencangkung. Mazny Abdullah dari Junjung, Bukit Mertajam, Pulau Pinang dibunuh pada 23 November 2004, manakala Siti Syazwani Ahmad Dusuki, 9 tahun dibunuh selepas dirogol di Taman Rhu pada 22 Disember 2004.

Masih ingatkah lagi apa yang berlaku kepada mereka ini? Sudah pasti kita masih ingat kerana kes itu mendapat liputan besar di media tempatan. Apabila kita membaca kisah Nurin Jazlin, misalnya ramai berasa sedih dan hiba, malah ada juga terkejut dan marah.

Sudah tiba masanya sesuatu dilakukan untuk mencegah berulangnya kes seumpama ini. Ketika ramai yang bercakap dan memberi pelbagai cadangan selepas apa yang berlaku pada Nurin Jazlin, ironinya kes seumpama itu terus berlaku. Persoalannya bilakah pandangan dan cadangan membendung kes seperti itu boleh dilaksanakan? Bila pula kita akan mengambil tindakan untuk mengubah keadaan ini? Adakah kita hendak menunggu siapa selepas Nurin Jazlin baru ada kesedaran?

Kita tidak boleh mengharapkan seratus peratus kepada pihak kerajaan, terutama polis untuk menghindar perbuatan kejam seperti itu. Kita, sebagai warga yang prihatin dan beradab harus sama-sama berusaha mengatasi dan mengelak kejadian seperti itu.

Paling tidak, pastikan anak kecil termasuk yang bersekolah agar sentiasa dalam keadaan selamat ketika bermain di luar rumah atau ketika pergi dan pulang dari sekolah. Kita harus berjaga-jaga dan berwaspada sepanjang masa sebelum terkena. Kita mahu terus tinggal di negara tercinta dalam aman dan selamat.

What is Neighborhood Crime Watch?

Neighborhood Crime Watch is a Crime Prevention Program of the Anchorage Police Department. It is one of the most effective and least costly ways of reducing and/or preventing residential property crimes. It is a citizen involvement, neighborhood and community based effort designed to assist citizens and the police in reducing crime and increasing an overall sense of peace, safety and security in the neighborhood.

The program’s success is hinged on improving communications between neighbors and achieving and sustaining an appropriate level of neighbor involvement to a point where the neighbors realize a reduction and/or achieves prevention of burglaries and other property crimes.

What Are the Goals of Neighborhood Crime Watch?

  1. To increase awareness of the crime of burglary and other property crimes.
  2. To implement various safety and residential security strategies to make homes more secure and less likely to be targeted.
  3. To help neighbors recognize signs of suspicious and criminal activity and to report them to police.
  4. To implement Operation ID to deter burglary. Operation ID is advantageous to the return of stolen property and may help police solve cases.
  5. To develop and utilize a communication network within the neighborhood for the purposes of informing neighbors of criminal and suspicious activity and other neighborhood-oriented concern
